Tell your obsessive, horny ex boyfriend, very clearly, that you don't want to talk to him.
Refuse to answer his calls, emails, IMs or text messages, and if he comes to your home, school or job, tell him to go away.
Also, write him a letter asking him not to bother you any more, if possible send it by registered mail, and keep a copy for your records.
If that doesn't work, call the police, and advise them that your ex boyfriend has been harassing you. Every time he contacts you, you contact them.
Also, go down to the court and file for an order of protection against him. Make it clear to the court that you told him not to bother you, and bring the letter as evidence that you told him to leave you alone.
Then, if he keeps bothering you, tell the cops that he's violating an order of protection. They are required by law to arrest him, and in most cities, the police are very good about that.
A few hours in the bullpen at Central Booking (with a cell block full of obsessive horny criminals) will get your obsessive horny ex boyfriend's undivided attention, and he will leave you alone.

As long as he has no contact he will continue to try to get a hold of you. You have to control the situation and the mood of the relationship. Tell him you are burned out on him. Or tell him that you cannot have a orgasm with him, that you do better by yourself. Tell him that you get wetter when you pleasure yourself. Don't talk to him or acknowledge him in any way at all. He'll keep trying and as long as you give him any look or feedback, he'll think that there's a chance. By not acknowledging him, eventually he will go away and move on.
