I have rows 1-31, and I want to make height of each cell 19.5 (26 pixels). is there a way to do that without having to click and drag each cell one by one?

yeah, just highlight, click and drag

Click at the left hand side on the margin (the grey areas where the actual row numbers are) and drag down to highlight rows 1 - 31. Then Right Click on the left margin area (same way you would insert or delete a row) and choose row height.

Select all of the ROWS that you want to set the height for, then go under Format and set the 19.5 height once, and it will do them all.

Yes - click on the row header and scroll so that you'vce highlted all the rows - then move one of those highlited rows up or down as you want (to change the height). It will change all those rows.

highlight the selected cells, format command, then click 'row hight' and enter the number you want. this will change them all at once. you do column the same way.

go to far end and press ctrl+shift+home to highlight all, then format the cells

or go one cell down from there, format that cell then use format painter per above
