I don't think it's because she's thirsty because she won't drink her water. She's panting so much and I don't know why. Help?

Dogs pant when they are hot, but panting can also be a symptom of an illness or a sign of stress. If your dog is panting excessively it's not a reason to rush to the emergency vet, but is definitely something to monitor.
Panting can be a symptom of lungworm or heartworm, both of which require medical treatment, but more often frequent dog panting is caused by obesity or stress.

The only reason I have noticed in my experience with my dogs for panting is because their body has over heated. Say like from a walk. or to much heat in the house for them to tolerate or just getting done playing. When my Cockerpoo, Snuggles, panted a lot when I first got her, I would give her a hair cut and it helped every time. I always knew when it was time for the next haircut just by paying attention to her panting. But I would then put a winter coat on her to let her out in the winter months since her coat was kept short year round. She was very comfortable then and no more panting. Good luck!

We have a dog in our family that pants a lot too. You'd better have your vet check your dogs heart, because that's the problem with our dog. However, there's meds for this stuff, and our dog is doing fine under the circumstances!

I am not sure if your nick has anything to do with where you are :) but if you're in a hot environment, bring the dog to a cooler room (air-conditioned) for 1/2 to an hour, the panting should stop.
If the continue to pant labouriously, it's better to bring it to a vet for an examination.

Dogs panting is how they cool themselves. If she was hot though she would drink. Check her pads on her paws and her nose. Especially her nose if it is warm and dry it may be a sign of either dehydration or heat exhaustion. If this is the case put her in the tub and run tepid to cool not cold water over her. Are her pupils dialated. Meaning are the pupils wide even though she is in light. If they are and of course all of the above is going on call your vets emergency line. Has she been eating? Has she been urinating and pooping? If not she will need vet care. No urination or pooping could be severe dehydration. I don't understand the not drinking though if that was the case.

Panting for no apparent reason is not normal. Your pet needs to be taken to a vet. There are many things that can cause this and your vet will likely need to run some tests to start narrowing things down.
