Just ignore her, stay away from her, don't take calls, don't make calls, no "one last time" sex nothing - just flip the switch and shut her off. Eventually she will give up.

When a person sounds as bad as you describe once they connect with you it is very hard to get them to leave you alone .You can try telling her straight that you dont like her at all but if the mental problem is deeper than emotional she may try to end that frienship in the worst possible ways .So be careful !!!!

that you giver her a ride like 50 miles away from town until she has to go to the bathroom then take her to a rest stop or gas station when she goes into the building take off like a bat out of hell.

Just tell her, your a mental freak and I dont want to be with you anymore, and tell her what you think of her, like, your annoying and dont bother me anymore because I dont love you.

Hello lestat_rath,
It is very difficult. On really crazy girls it might even be dangerous. My Son dated a women who was sort of like that. When he broke up with her, she spread all sorts of terrible rumors about him.
Eventually, her friends discovered that she was a chronic lier and stopped believing her crazy stories. It could be worse for your friend though. He should be very careful, but he definitely needs to break up with her.

Get a restraining order? Dump her and refuse to acknowledge any further contact, despite her threats of suicide/depression etc. She'll get over it. Just make it clear he isn't interested.
