It depends on the context in which it's used. If you are referring to when you're stuck in a situation and there's nothing you can do.....you can say "What can you do" (Que se puede hacer).
If you're asking a person what they can do....you can say it formally (Que puede hacer usted), or you can say it in an informal manner (Que puedes hacer tu). When using the phrase in a plural sense you can use...."Que Pueden hacer ustedes".

depends on what ur relationship with the person ur speaking to is
for formal singular its ?Que le puede hacer usted?
for familiar its ?Que te puedes hacer?
(same pronounciations as above mentioned by la nena mas bella for both)
for formal plural its ?Que les pueden hacer ustedes?
for familiar plural its ?Ques vos podies hacer? (im not sure about this one if someone else has it please comment)
"usted" is the formal you in spanish
"tu" (with an accent over the u) is the spanish word for you familiar it isnt seen in the sentence because when there is an "s" at the end of the verb (in this case the infinitive is poder and the form in the sentence is "puedes") it means "you familiar", but when there isn't an "s" at the end of the verb and it doesn't end in "n" (them/ y'all formal) or "mos" (we), ies/ias (y'all familiar i think) or "o" (me) it can mean he, she, or you formal. therefore to clarify who the question is directed at we add "usted" (you formal) at the end of the sentence.

que puedes hacer? you dont need to say "tu" because saying "puedes" is understood you mean that person you are asking.

if you want to be polite, then you say " que puede hacer?" this comes from usted which you use to talk to adults or people you dont really know.
