I would take him to a vet. He may have an obstruction preventing him from being able to go.

For crying out loud - you can give a dog a number of things to losten up his stool - milk, pepto bismol, a small dose of laxative - mainly anything that you can use will work on him.
Here is the thing though - how old is this dog? Are you in the middle of house training? In younger dogs, they can become confused about being told when and where to eliminate, and will sometimes eat their own poo. Often owners will become concerned because they haven't seen a bowl movement in some time, and in reality the dog is doing fine, but he is eating the poo to hide any evidence of eliminating in the wrong place.
Check it out - try some ideas - don't go rushing to the vet unless his behavior is noticably different, he starts vomiting, or refuses food consistently over a 24 hour period.
If the poo eating feels like it could be ringing a bell - ask a question about it here, there have been some good answers to questions about this problem.

He needs more exercise and attention and I promise he will quit being so destructive. He's bored! Maybe a long walk on a leash every night or a 30 minute to an hour game of fetch. Dogs are social creatures that need lots of energy. If you don't have your yard fenced, you should get it fenced so he can run during the day. If you can't afford a chainlink fence, you probably shouldn't own dogs. Chaining your dog to a brick is just cruel and illegal where I live in Georgia.

YES, TAKE HIM TO A VET IMMEDIATELY!! (first thing in the morning is probably okay, unless he is showing signs of distress).
DO try to wash his bottom, that will help clear any possible blockage of his anus due to caked and dried stool.
Do NOT - repeat DO NOT try to put anything up his butt! This could severely injure him.
Do NOT - DO NOT - give him a laxative or enima until you know he does not have an obstruction, and the only way to find that out is to visit a vet.
And don't listen to some of these answers from people who obviously don't know what they're talking about.
Good luck to you and your poor little friend. But DO - VISIT A VET as soon as you can.
He's counting on you!!

I haven't dealt with a constipated dog yet, but I do know that to induce vomitting you would administer peroxide in a small dosage orally. I also know that for an upset stomach it is okay to give your dog pepto-bismol in a small dosage orally. Good Luck!

He needs to see a vet, however you can try feeding him canned pumpkin, plain, not the pie filling. Pumpkin is good for constipation and diarrhea.

Mix gravy in your dogs food. it will help loosen his stool and make it easier for him to go ! If that doesn't help takehim to the vet.

this technique works but its gross:
take a Q-tip and cover it will vaseline then stick it up his butt. slowly and not far just a lil bit. then twist the q-tip.
i kno this sounds disgusting but this stimulates him and makes him go
