He may well see the grass as something to be played on, and thus is ill-inclined to mess up his playground ... more common than it sounds.
Leave him outside for a day or two, and make sure the balcony is barricaded. The more fuss you create, the less seriously he will take you - he'll just see this as a way to get more attention from you. Some dogs just don't like the feel of grass...especially wet grass. You may have to try taking his waste from the deck and putting it in the yard. Make it a happy experience. Act like the waste in the yard is the best thing about this world. Hug your dog and baby talk to him. Let him know how happy you are about the waste being in the yard.
Your dog will naturally want to please you and the scent left in the yard will also encourage him to go there, again.

When he goes out to use the potty you should tell him to go poop. If he poops on the deck then you should take the poop to the yard and show him that the poop belongs in the grass. Tell him no if he goes poop on the deck. You might have to start taking him out on a leash. If he doesn't go poop, you bring him back in. Then if he acts like he needs to go take him back out again and take him to the grass and tell him to go poop. It will take time but I have my dog now where he fairly poops on command. Which saves a lot of time! :)

Are there any pesticides or supplements in the grass? It could be bothering your dog...
Um..how old is he now? When did it start? If it just started up maybe take him to the vet, or bring it up at the next appointment

Try taking the dog for a walk a few times a day. Get the dog use to walking this will make him go for you basically when you want it to go.
