Ireland recognises Dual Citizenship and it looks like the US does too, so if you qualify under the Irish requirements:
Through birth or descent
Through naturalisation
Through marriage to an Irish citizen, it may be possible.

I was born in Scotland and had a British Passport and Britain allows dual citizenship.

your parents have to be irish citizens and you had to have been born in the us. you cant have dual citizenship over 18
