Maybe when Bush apply more restrictive 'laws' immigrants will go to Canada instead.

Well, that would be nice. The laws are on the books but not being enforced but that is changing rapidly as illegals are getting worried and agitated. Americans do not brag. We are losing our rights left and right, so to speak. The world is jealous and has always been. We live in God's country. I think it is a statement from God that others live in poverty but do not rise up and take back their country. Sad.

you already have more restrictive laws than Canada and they already come to Canada instead

Having even more restrictive laws, and losing pride in having human rights, or the right to talk about it, sounds scary.

Although, I do see your intention, but still, people would be attracted by the wealth...
