maybe not. most of the times when guys find that girls are starrin at them, and if they are shy they will prolly look another way. its also viceversa, if he is starrin at you and you catch him, he will prolly turn around fast. its prolly bc he is shy and intimitaed.

but not every time
sometimes if he never looks at you, or avoids looking at you, he likes you
but he's too shy to say / tell to you, exactly that
people are different
not everyone says "im interested" by staring
