Sallys has all types. Don't get Manic Panic though. It doesn't last very long and fades to horrible colors. I use Beyond The Zone Special Effects. The lighter the hair the more closely it will resemble the color in the bottle. If you use the clear one over it, it makes it more shiney and has it last longer.
Highliting kits are availble most anywhere where they sell hair dye.
Also, if you cannot find a Sallys you can order hair dye online.

ok im a bargan shopper...so i go to the local dollar store and get a ring of hair ties. i saw one w/ a bunch of bright colors and hot pink was on there (im positive)
be cheap!
dollar stores are the best thing that ever happened to the world!
