Cause i have videos from my digital camera that i want to put up but it says it has to be 100MB. But my videos are around 150MB and i dont really know how to fix it. Do i need a program or something in order to make it a lower quality?

Most video editing software packages give you the option of higher or lower quality. One example of this is Videostudio by Ulead Software (see the link below). Microsoft has an editing package that comes free with Windows XP, called Movie Maker. You can get more info about Movie Maker at the Microsoft link below.

Many digital cameras have high- and low-quality settings for videos. Look at the menu for your camera and look for video settings like 320x240 and 640x480. The 320x240 setting is lower quality. There might also be a setting for the frame rate, such as 30 frames per second (fps) and 15 fps. 15 fps is lower quality than 30 fps and will give you smaller file sizes. If you add the make and model of your camera, I will try to see if I can find out more at the company's Web site.
