If he is interested in you there is no problem.. ask him out for coffee ....nothing heavy duty just casual.. if you don't know him and he doesn't know you, have someone introduce you to him and make small talk. You will have to wait until you get to know him better before you try to hook up..

hey ... first ask ur heart that would u like to go with.him . if yes .then go with him, it doesnt matter how old he is...
go to him express ur feelings to him and ask to go out with u.
( make sure he is also have any interest in u) if he dont have then first generate it ok.

if he likes dancing ask him to go dancing with you. or if he likes to go to the movies - something he likes/enjoys to do it would be easier to invite him out. good luck.
