I looked at the entire chapter, and it's regarding the return of Christ, and people wondering why He hasn't come back yet as He promised. What this verse says is that His coming isn't based on when we want Him to return, but He will return when it's time for Him to return, and until that time, He is giving all of mankind the ability to repent and serve Him. He doesn't want anyone to go to hell.

The Lord is coming soon and He is keeping His promise about returning. Some Christian think He is coming within our life time. It because of the way the new testament describes the world before He comes and some think that the bible is talking about now. He may or may not , but do not be disappointed if He doesn't. He is giving people time to repent.

It was 1,656 to the flood that destroyed the life sustaining earth [ and men of utter violence ]; Since then Jesus came to earth in Empire #6 Rome, now 2006 years ago and still the world is waiting for salvation.
Jesus returned to heaven to wait until Michael and holy anges cast Satan and unholy angel of Gen.3:15 down to footstool at the end of the seventh Empire of the world and Satan will have a short time in the eighth Empire of the world and with Satan cast down to earth then a place is prepared for John 14:3; the ones he promised to be with him where he is and at his second coming 2Pet.3:3-9,13 [ new heavens and a new earth will be ];
NO ONE THINKS OF THIS IN THE LAST DAYS
KJV Bible 1611 CE published + 303 years = 1914 CE and bible is an excepted translation.
WE HAVE NOT HAD THIS BOOK FOREVER OR BEEN IN THE LAST DAYS
1914 CE is not but 92 years ago to be 2006 after Christ was in the sixth Empire.
Which one are we in and for how long?
Eph.2:7; 3:21 the world with Satan, ends Rev.20:1-6; the world with Jesus is without end.

Basically meaning that the decision is up to you, whether or not to accept His salvation. He shows so much love that He's willing to wait however long it takes for you to decide to. When you do, He works with you to change you into someone more like Him, because its a life long process, and He knows your gonna make mistakes! It is not because He is slow to fulfill His promise to return to earth, but by restraining Himself from returning, He allows everyone to get the chance to know Him, and repent for their sins so that they can join Him.

Maybe this is a bit clearer revelation.
[004:106] And seek the forgiveness of Allâh, certainly, Allâh is Ever Oft-Forgiving, Most Merciful.
[004:107] And argue not on behalf of those who deceive themselves. Verily, Allâh does not like anyone who is a betrayer, sinner.
[004:108] They may hide (their crimes) from men, but they cannot hide (them) from Allâh; for He is with them (by His Knowledge), when they plot by night in words that He does not approve. And Allâh ever encompasses what they do.
[004:109] Lo! You are those who have argued for them in the life of this world, but who will argue for them on the Day of Resurrection against Allâh, or who will then be their defender?
[004:110] And whoever does evil or wrongs himself but afterwards seeks Allâh's forgiveness, he will find Allâh Oft-Forgiving, Most Merciful.
[004:111] And whoever earns sin, he earns it only against himself. And Allâh is Ever All-Knowing, All-Wise.
[004:112] And whoever earns a fault or a sin and then throws it on to someone innocent, he has indeed burdened himself with falsehood and a manifest sin.
[004:113] Had not the Grace of Allâh and His Mercy been upon you (O Muhammad [sal-Allâhu 'alayhi wa sallam]), a party of them would certainly have made a decision to mislead you, but (in fact) they mislead none except their own selves, and no harm can they do to you in the least. Allâh has sent down to you the Book (the Qur'ân), and Al-Hikmah (Islâmic laws, knowledge of legal and illegal things, i.e. the Prophet's Sunnah – legal ways), and taught you that which you knew not. And Ever Great is the Grace of Allâh to you (O Muhammad [sal-Allâhu 'alayhi wa sallam]).
