I am in the state of NV. and need a passport. Will I be able to get one if I have a bench warrrant out for driving infractions? (No proof of ins. and registration)

It seems like you can unless you come up in the system for some reason. Looks like there's no way to know if you are in the system unless you try to apply. I don't think it matters what the original crime was that you were charged with, just that you violated a court order.

A federal or state law enforcement investigative agency may request that a subject be placed in the passport name check system for notification before issuance even when there is no warrant or other court order."
