You can "upsize" a 2.5 mp digital picture to 5.0 mp, but don't expect the quality to be the same as a digital picture originally captured at 5.0 mp. The resulting quality will depend on the software you use and the interpolation algorithm you choose. (That algorithm "fills in the blanks" for the missing pixels, and there are various ways to do that.)

If you need free software and are using Windows, I recommend IrfanView.

In terms of quality ...nothing you can do. I mean you can't obtain the 5 Megapixels quality from a 2.5 Megapixels file/pictures. All what you can do is to upsize the pictures adding pixels.

No, if the picture was converted (or taken) at 2.5 megapixels then the quality is lost. Unless you have another copy of the picture that is 5.0 megapixels, you are stuck with the 2.5 version.

Once you remove pixels by making a picture smaller you can not replace them. You can make the picture larger but it will just expand the existing pixels into multiple pixels making it look blockish (is that a word?).
