I have been told by spa pedicurists that shaving heel skin makes it crack more. Is it true? Why?

I think it's true. My mother in law did a pedicure on my husbands feet (he has bad cracked heels from workboots) and they turned out really smooth and nice. It didn't take all but a week and a half before his feet looked WORSE than before!!! You basically have to "keep up" with it or they will turn out worse than they were in the first place!
