From Ottawa, you can easily get to KIngston, Ont, by train. That is the closest train station to Watertown.

there doesn't seem to be regular bus service for the rest of the trip, however.

Greyhound has bus service from Ottawa to Syracuse, but it doesn't appear to stop in Watertown (but it must go through). So maybe you can ask the driver to stop anyway, or else you would have to take a seperate bus back north to get back to Watertown.
