contact some rescue groups in YOUR area...tell them what is going on and ask them if they could perhaps get you in touch w/ a group or person that can help this poor sweetheart.

if you take MegaNerds advise....here is what would happen.
the cops would come out...ask questions about the dog. the neighbor will deny ownership, the guy down the block will deny ownership, and the cops won't have enough evidence to charge ANYONE..and Susie will be picked-up by the pound which will be the county pound and most likely destroyed within 5 days if no one claims her or adopts her.
PLEASE don't call the pound...or let anyone take her to a kill-shelter. that would be horrible!!
trust me i work at the SPCA, that is how it works.

Is there any kind of animal shelter in your area? Or, you could offer to feed Susie yourself. Buy some food and then take it to her. Starving an animal is against the law, a call to law enforcement may be in order. Unfortunately all they may be able to do is take the dog and have it euthanized, a last case resort. I will tell you however, that next to seeing child abuse, abuse of pets is pretty high on the "hit" list of most police officers. I hope you find a solution, my heart is breaking and I haven't even seen the dog, but I dislike the mistreatment of any creature.

Omg, that is so sad. Poor Susie!
I know you said the county doesn't care but have you tried looking online for other shelters or adoption centers other than the county shelter? You need to look for one that is a "no kill" facility though. Those kind will keep all animals and not put them to sleep if they aren't adopted. They just hang on to them or try to put them in foster homes until they find permanent ones.
Here is a site where you can search for any shelters in any state. Maybe if you can't find one in Alabama you can find one in the next state over if you live close enough.

Call the police immediately, what he is doing is criminal neglect, and if you do not report it that makes you an accessory. Scare tactics aside, the local law enforcement should be able to point you in a direction to help poor Susie. Meanwhile, leftovers make for a good meal for a starving dog.

This man obviously knows that he is neglecting his dog and doesn't seem to care so call in the authorities and let them deal with him. Tell them you have spoken to him about the dogs condition and his response was pretty cold and that this has been continuing for a while. Another option is to take the dog down to the vets and hand her over to their care that way they can document her condition. Do this soon do not allow this dog to become another victim of irresponsible, uncaring owners.

Good luck. Maybe you could be her 'back-up' owner? Like make sure she gets fed & watered & volunteer to watch over her when he goes away. You can't really give away a dog that is not yours, you would need his permission to find her a new home or you could get in some legal trouble. Plus, there are millions of 'cute puppies' out there needing homes now. If she is turned over to animal control, most likely she will be put down to keep room open for young pups. Sad harsh reality, I am sorry to report. If he agrees to let you find her another home, I wish you the best.

I'd suggest calling a local Animal Control or Humane organization like the Humane Society or ASPCA, or contact one on line that is the nearest city where one is . They went to New Orleans to rescue dogs, they sures as Hades should go to a nearby town to do so. Please mention that she is a stray that stays at his house, that he does not feed her, and if she does not have water or shelter available at all times, let them know that too. They can take her and help her and will adopt her out if they can, but living like she is now is horrible.

Call animal control or the police right away. In the meantime try not to give her cat food....it's not good for dogs. Perhaps you can spare some rice and scraps. So sorry I can't be of more assistance...I'm in CT. Now I'm upset too.

this guy should be turned in for abuse.. i dont know the law there but in ohio if you see a dog in need of food water or shelter you have to wait 14 hrs and then you can go give it what it needs. i know it takes alot to take on another dog but when i was in that same situation with my neighbor i always took him something to eat. anything would be better then nothing...

http://muttcats.com/shelters/alabama.htm has a list of pet shelters in Alabama. You may want to try contacting them and see what they suggest you do. One of them will hopefully be willing to take the dog out of the home, nurture her back to health and find her a new family.
