By their Rank, if Officers (Sir or Ma'am), if Enlisted (rank), just address with RESPECT -- because they have served, are serving, and deserve the respect for VOLUNTEERING to do what others are unwilling ... that is: "Support and Defend the Constitution of the US".

This is the appropriate way to address any Military Servicemember -- whether they serve in the Army, Navy, Air Force, Marines, or Coast Guard.

Who signed the Memorandum? If whoever did sign it outranks the NOCIC, which I'm pretty sure he/she would be, the NCOIC cannot ignore it. Typically a Policy Letter that this one is done at Division Level, If that is the case, the your NCOIC cannot override said Policy letter. Now that doesn't mean they can skip PT formation in the morning. They still have to be there for that. Once PT actually starts they should be excused. I would counsel them on potential repercussions if they don't do company PT and do it on their own and then don't maintain that high PT score. And unlike the others, I've seen this policy letter enforced all the time.

Privates and low-rank officers, sir/ma'm is appropriate. For higher ranking military officers you should address them by their title, since they worked so hard for it.

By their rank. Sgt. Jones, Lt. Jones, Col. Jones, etc. until they give you permission to call them something else. Sir is also acceptable

Sir or Ma'am depending on the gender. It is also o.k. to include their rank.

I think sir, mam, or rank are all appropriate.

YOU CAN ADDRESS ENLISTED PERSONNEL WITH SIR OR MAM TOO! THEY ALL DESERVE YOUR RESPECT!

If they are officers . . .sir or ma'am . . .

if they are enlisted, by their specific rate.
