It means rubberneck. This word is written in colloquial Arabic, in classical Arabic it is "sa2e7" it gives the same meaning and it can mean a tourist too.

sawa7 its a name of a song for Abdel haleem
its mean tourist but in the song he mean that he lost so he walk and walk
