You would not find the stereotypical NYC accent upstate. Long Island also has it's own special accent. I suppose Westchester County would be considered "downstate" since it's right above the Bronx. You can find a mix of regional accents there, some being similar to a Connecticut accent, some being a NYC accent. Some upstate people that are close to Canada have a slight Canadian accent.

I don't think so, the accent is quite standard. But Long Island accent and Brooklyn accent are quite obvious.

no; it's much more like the generic American accent, with a few regional differences, but nowhere near as pronounced as downstate.
