1) As someone said - if you never relinquished your citizenship, then your sons will automatically have that as well as citizenship of the country they were born in.
2) You may need to contact the US consulate in Mexico to make sure you have all the necessary paperwork. It would be no good to get to immigration control in the US and find you are missing something.
3) If you are married to their father, and "...wishes not to participate..." means that he is not moving as well, then you may have a problem. He can legally stop you from leaving Mexico with his children.
4) If you are not married to their father, then there could still be complications, if he really doesn't want you to leave. As the father of the children, he does have the same rights as you to be with them.
5) Following 3 and 4, you will most likely need a statement or signature from their father saying he is happy for you to leave, and take his (and your) sons with you.

It makes no difference where on this earth your children were born as long as you were an American citizen at the time of birth of your children! Your children have the right for American citizenship and as you say, they have already an American passport anyway!
Therefore, naturally you can come home any time! American citizens are free people, free to travel and stay wherever they want!

That should be enough for them to enter the country, if they have an American passport then they are American citizens.

It sounds like you probably have all the proper paperwork but just to be sure here are two links to check. As far as I know that identification should be enough to come back into the USA. As far as I know no matter what country you are born in you automatically are also a citizen of the country that the mother holds citizenship.

Yes, you can. As long as you have not given up your US citizenship and you have raised your boys yourself, you can return to the US at any time, no questions asked.
