Good question!!! I think God could make anything, period. He obviously likes things just as they are. There could be no such thing as sin, as long as people aren't in the equation.

God wants us to decide what we want. If He were to revel Himself to everyone, what would there to be decided on. He wants us to love Him and believe in Him though faith. We have a choice to make in this life. The wrong way and His way. The wrong way is the easy path to follow. It's wide and it holds loads of wonderful looking temptations for us to be swayed by. His way is much narrower and much straighter than the other path. Along the way is His church and His commandments that we must follow or at least try and follow as we travel along. The path is narrower because there are fewer traversing it. If there were no sin and we were all perfect, what would there be for us to decide about His love for us or our love for Him? We might as well be a bunch of robots.

And so I tell you, every sin and blasphemy will be forgiven men, but the blasphemy against the Spirit will not be forgiven.
Matthew 26:28
This is my blood of the covenant, which is poured out for many for the forgiveness of sins.
