They can only be shipped to, from or between FFL holders. Even a gift will have to go through the background checks and mandatory wait. UPS and FedEx ship guns, I think USPS may be taking them again too.
But it will have to go to a dealer at the receiving end.

Handguns HAVE to be sent from one FFL to another FFL dealer. If you try to send them without going though a dealer and get caught with all the new terrorist laws your butt will be in a sling!!! Each dealer will charge 20 30 dollars for the processing fee plus shipping.

I think if you declare the items, and send them without any shells or gunpowder, you should be alright. I don't mean declare, as in customs. I mean, just check with your postmaster, and check to see. I work for a shipping company that routinely gets guns and ammo shipped to them. I think, if you ship any cartridges (and possibly the gun itself) you need an ORM-D sticker. Someone else will have a better answer I'm sure. I'm just telling you what I have observed.

my grandmother tried to send me a gun she had to send it to me from a gun dealer to a gun dealer and then i had to pick it up from the gun dealer or just check with ups, fedex, or usps.
