cats purr when In the presence of the owner when theyre rubbing against familiar objects and when they are in familiar environments and desiring contact. BUT purring can also be a sign that the cat is in pain, it is suspected that they are purring to relate to "pleasant memories". so even tho it is a sign of happiness and comfort, the presence of purring can be a bad thing...your cat may just need time to get used to being given so much affection, especially if he/she is mainly an out door cat.

It is not uncommon for a cat not to purr. I had a cat, neutered male that all he could do was I would tell him was stutter purr. He never could never purr and the vet would say it was of no worry. But why he could not purr was never known. So I wouldn't worry about it. If your cat cuddles, you are doing the right thing.

We used to have a cat that didn't purr - at least not loud enough so we could hear it. While petting her under her chin we could feel her purring, it was just really quiet. I'm sure it's probably ok though if they don't purr at all though. Ask your vet next time you go.

Some cats just do not purr. I had one (male) for 12 yrs. and he never purred. He never really even meowed normal. He would open his mouth to moew and in about 5 seconds a sound would come out. So, Yes it is normal.

One of my cats took over two years to purr. You might not have found the right way to cuddle it yet, or she might have an ear/base of tail/under chin fetish.
