You can either go to the post office and send in form DS485 with your passport or you can download the form and handle it by mail. Below is the link to the passport form. They add pages to the middle of your passport that are marked by letters instead of page numbers.

I'm Dutch and I had the same problem with my passport. I had to get a new one. But I was offered a new passport with more pages than the average p[assport (because I travel a lot for my job)
Don't know what country you're from (US?), so I can not tell you how to deal with passport reg.

You do not even mention your nationality. All countries have different rules. So check with the department who issued your passport

Where are you from?
If you are British, you will have to get a new passport.
If American, you can go to the embassy and request that you need new pages and they will do it for you for free. I have done it before. I was surprised that they did not charge me for it.
Otherwise, check with your embassy.
