Do you have a pet dog? I used to have a German Shepherd, and sometimes one of her hairs used to 'worm' its way under the skin - very sore, I just had to pull them out.

Have some one use tweezers and remove the splinter and treat the infected area with some soap and water and then some neosporin and don't go around barefoot for a couple of days.

Hairdressers often get this problem, a hair works it way into the sole of the foot. This can become infected. If you cant remove it yourself go to your doctors, even see the practice nurse and she/he will deal with it.
