That depends on who they are collecting for. Some states have begun to us collection agencies to collect government debts. Traffic and Parking tickets are the items that surprised me the first time I saw a collection agency take a state tax refund.

Your tax refund cannot be taken unless the Treasury Department receives such a request from the IRS, the Department of Education, or a child support collection agency.

They could garnish your wages, yes and anything along those lines
