If your looking for a timeline, you can start around 1823. Micheal Faraday first discovered that certain gasses under constant pressure will condense when thay cool. 1834 was when the firstclosed refrigeration system was developed (Jacob Perkins). HVAC technology basically got better from there.

Cooling has always been considered a luxury as heating has been a basic requirment for years.
