I am interested in learning the basics of how the foundations for highway lightpoles and large, heavy street signs are designed. (IE: concrete, reinforcement, anchor bolts, etc...)

It's called civil engineering design. Most of these things are designed by the engineer as needed, based on the size of what they are putting in. Sorry, but you probably won't find any cookie cutter designs floating on the internet. Some design companies may have them internally.

i know they have a mathcad program but i don't know where on the site it is at. please note the mathcad program they have is very frustrating to use, though not impossible.
