Running, Walking, Swimming, Jogging. Anything that gets your heart racing. Riding a bike, Even dancing, like hip hop can be considered a cardiovascular exercise.

Running is considered the best for losing weight. I've heard from guys who have 6-packs that sprints, specifically, are best.
It sounds RIDICULOUS, but Denise Austin's cardio kickboxing workout really, really works for me. It's high intensity cardio combined w/toning via resistance training moves. Keeps me in excellent shape. Can also say it has helped me tone my obliques.

If you want to do the best cardio workout out there, do swimming. It involves the whole body and keeps your heart rate up for a continuous period.
