Not sure where you are but in alot of states they would like if you are at least 12 years old and are 5ft 1in and atleast 110 ponunds.I can not find a site on the internet that says the height and weight requirements but I found this link saying the child should be over 12.

The age can sort of vary because there is also a Hight requirement, which is 4' 9". Some Kids can ususally reach this requirement by 7 or 8 some not till 10 or 11+.But My daughter is this hight at 6.5 yrs. old. so it can vary greatly.

I believe in Canada it is 12 yrs old and to be out of a booster seet it is 8o lbs.
