Means exactly what is says. You either have to many program in your pc and ahve used up all of your memory. An if this is the case you will have to purchase a new chip with additonal memory.
Here are some solutions, before you run out an purchase a new chip to increase your memory.
1) You must always defrag. your computer so that all of the fragments on your HDD is no longer fragmented. Fragmentation will slow down your pc.
2). Open My Computer and open drive "C", you will see a button that say clean disk. Click on the botton an it will clean up your disk for you. (You have the option to check off what you want cleaned.
3) Open in IE, your Tools, drop down to Internet Options, and open. Then you will delete, history, cookies and internet files.
4) Excellent free program to clean up your cookies an anything else you want cleaned. Comes with a default or you can check off what you want cleaned. Plus comes in many different languages. Frequent new version updates. 100% free with no embedded malware. http://www.ccleaner.com I use this program in both of my computers.
If none of the above work and yo still see low on system resources, the you must purchase an updated chip for more memory. A chip will usually cost about $40.00

If you recently installed Office 2007, it tends to spoon up the MAPI settings. I don't know how to fix this as yet, unfortunately.
This error message, however, tends to come up a lot of times due to many different reasons. A lot of things can break the MAPI settings on your computer - have you recently installed, for example, a virus checker or anti-spyware software? Either of these mess things up; and most anti-spyware tends to be spyware itself!
Anyway, if you have tried everything else, you'll probably just need to re-install Windows, set up office first (after the mandatory 50 updates) and then set up Mail.

Try rebooting. If you haven't rebooted in a while your system resources get used up. But also install more ram to fix the issue permanently
