yeah he can demand it. He can get a lawyer and they can get the judge to make her give one and is she refuse she can go to jail.

He should without a doubt get a lawyer. If she wants to get any child support she will have to submit to a parternity test. If they aren't married, and his name isn't on the birth certificate he may have to fight to get visitation and/or custodial rights, but he should. It's a nice change to see father's that want to be in their children's lives!

Hmm sounds like the same problem one of my buddies is having.. I live in Indiana too.. Anyway.. Have him get a lawyer that way he can get a paternity test.. If she won't let him sign the birth certificate, chances are he will not have to worry about child support.. Because it sure sounds like it is not his or she is not sure if it is his..

Yes, and he should get a paternity test. Whether or not it is his, if he gets the paternity test now it will make it easier to establish with the courts the proper parental rights.

he can have a court order issued to her
to bring the baby for testing

He needs to find a darn good attorney and learn what his rights are in Indiana.
Has he got any concrete plans what he'll do if the kid is his?
And please, for Christmas, make sure his stocking is stuffed with condoms with a note from Santa telling him to ALWAYS use protection.

yes he can, and even possibly custody, the fast way-hire a lawyer and file a civil case against her and make her consent , or call child protective services and go at there speed, a long time but he will get results

Are they still together? Does he have visitation? He doesn't have many rights if he isn't named on the birth certificate but even he can take a mouth swab of baby and one of himself and take it to a DNA lab for matching.
