seems that explorer.exe has stopped running. Try closing the explorer process, and restarting it. If you are connected to a network via ethernet cable, unplug it before logging on.
Try finding a download for the explorer.exe file. (risky though)
Best thing is to back up all wanted data, format your PC and start from scratch.
If you suspect a Virus, go to trend micro - use the free webscan.

You've said you restored. I assume you used System Restore? If not, you should reboot your computer and restart in Safe Mode. Once you see "Starting Windows" press F8. If you have 98 or ME, just hold down the ctrl key. Once the computer boots fully, you should be able to see your desktop. Click on Programs, then Accessories, then System Tools. Click System Restore. Follow the instructions to restore your computer to a point before this problem started.
If you've already tried this, reinstall your OS.

When you get to the run box, type in cmd. This will open a dos window with a command prompt, you can then type start .
(thats 'start' followed by a space then a full stop)
That will get you explorer and the recycle bin will be in the structure.

Oh dear, have you any virus checkers installed on the pc? It might help if you did. Try AVG its very good at checking for viruses, updating and keeping you safe. Also it might be worth trying tuneup utilities, I have this installed on my pc and its excellent. it does everything for you. Download it free for 30 days and after this time you have to buy it but it should help you for now.

if any of the answers u recived has not helped much, then i sugggest u re-instal ur windows OS... that will definitely solve the problem. and pls get an updated version of an anti virus, mcafee shld do. instal it, and update online. U shld be fine with this.

Maybe your process has been stopped. If so go into The Task Manager, There click on button new task ~> type "explorer.exe" which the inverted commas. If that doesnt work please try to reboot computer then if still not works you might need to try to reformat
