I popped some microwave popcorn and ate it all. I wanted more but only had the regular kind you pop on the stove. I thought I would be krafty and put the regular popcorn in the old microwave popcorn bag I just used and make more. it did not work at all. I tried 3 times. I even dumped it out and put more in and but got the same result with the new batch. why didn't it work?

Did you add oil to the popcorn?
If you didn't I can see the popcorn doing nothing.
Microwaves work by exciting water, fats and sugar molecules.
Popcorn being a dried product has very little water, thus the microwave oven having no effect on the popcorn.
If the bag didn't burn up, I don't see why you can't reuse the bag. Just add a little oil to the popcorn.
The following recipe uses regular popcorn.
Microwave Popcorn
INGREDIENTS:
1/2 cup unpopped popcorn
1 teaspoon vegetable oil 1/2 teaspoon salt, or to taste
DIRECTIONS:
1. In a cup or small bowl, mix together the unpopped popcorn and oil. Pour the coated corn into a brown paper lunch sack, and sprinkle in the salt. Fold the top of the bag over twice to seal in the ingredients.
2. Cook in the microwave at full power for 2 1/2 to 3 minutes, or until you hear pauses of about 2 seconds between pops. Carefully open the bag to avoid steam, and pour into a serving bowl.

The most likely reason your popcorn didn't pop is because it was dried out. Popcorn is filled with moist starch that bursts when converted to steam. The only purpose of the bag is to contain the popcorn so it doesn't fill your microwave with butter and steam. There is a long and involved process to rehydrating popcorn and it's not worth it.
If the regular kind you had that pops on the stove is pretty old, it was probably dried out and wouldn't have popped no matter what you did. Sorry.

It can be done. Turn on your stove top add a little oil in a decent sized pan and let it heat up. Meanwhile get a separate container to transfer the popcorn over after it pops cut open the top of the microwave popcorn bag. Take a couple of kernels out of the bag and place in the oil. once these kernels pop pour the contents of the bag including the butter and cover the pan. Once you hear the corn start to pop shake the pan. Stop when you don't hear any more pops and transfer the popped corn to the new container to prevent burning and let cool. This does work I have done it.

Microwave popcorn is packed in a greasy substance. That substance gets hot, turns to oil and that is what cooks the popcorn. I remember when I was younger we used to get popcorn on the cob from Cracker Barrel and we just popped it in a brown paper bag. In short, it is not the bag it is how the popcorn is treated that allows you to cook it in the microwave.

You need oil. The oil that was in the bag is all used up.
Place a quarter-cup of good quality popcorn in a standard brown paper lunch bag; mix with oil and seasoning; seal the bag with a single staple (one staple does not contain enough metal to cause a spark) and heat for two to three minutes

The popcorn bag is airtight before you use it for the first time. This increases pressure in the bag and causes the popcorn to dilate. After you have used it,there's no way you can seal it airtight,so there's little or no pressure to cause the popcorn to dilate eventhough ther's heat.*When there is heat and enough pressure, solids, liquids and gases expand.
