Does anyone know where I can download a Canon Ixus 800 user manual?

Bought mine from Hong Kong and can't understand the language!

You can download the manual for any Canon camera at their webpage...
Just choose your camera from the dropdown list etc.
Look under Product/Software Manuals
The Ixus 800 IS is called the SD 700 IS in the U.S.

I would say go to the canon website and search for it otherwise just type the camera make aand model into yahoo search and it should come up for you.
