tell him it is not nice, and when he screams it's an immeditate time out. He'll still scream, but after awhile he will know about consequences.

You need to stop that now or it will get worse. Picture a four year old doing that, or a six year old. I have seen it get this far.
Look him in the eye and tell him that is an outside voice ONLY. I let my kids yell as loud as they want outside. Explain that when he screams you get a headache and cannot answer him or help him or get what he needs. Explain that his sweet voice will get your fastest response because it makes everyone so happy.
Seriously. This worked for me. Repeat as needed.

Put him in another room when he does this. It's the old "cause and effect" rule; he screams, he's put in his room. When it happens often enough he'll put two and two together and realize that screaming only results in being shut away for a time. That ought to lead him to avoid that activity. Good luck.

Sit down and talk with him. Hes old enough to relize what hes doing and who is in charge! Give him punishments when he does it. Like no TV or something that he likes. Warn him first though

Never ever ever give him anything he screams for. Tell him you'll talk to him about it when he asks nicely. Teach him how to ask nicely. If my daughter asks for something in an inappropriate way, I'll often say to her "Mama, would you please. . ." and she will repeat it and fill in the blank.
