Because we all specialize or generalize in different ways, there is no one who is the cleverest. Even Stephen Hawking's IQ is estimated to be only 165, far below numerous people alive today.
You'd really have to ask, "cleverest in such-and-such field"... and even then, everyone in that field's going to have different views of how to perceive it.
So I say all people are the cleverest people at the only thing that matters -- being themselves.
