Labrador or golden retriver, but they should be trained properly if you want to walk them without a leash. They are very easy to train, and have great personalities. Good with people and other dogs!

No dog should be walked off-leash!!!! Even a well trained dog could get into trouble when not on a leash. You may trust your dog but do you trust every other dog and animal not to attack your dog? There's a reason there are leash laws.

I puppy-sitted a Labrador Retriever female that was really good at walking off the leash. My advice would be to first put the leash on while you are walking off leash when a other dog comes, cuz Labs love other dogs to play with. When another dog is walking past you and your dog tell her/him to SIT untill the dog passes you and has gone a little ways. When you feel your dog has settled down, tell her/him OK and then start walking. If youre dog doesent listen to the SIT part and keps pulling on the leash, tell it NO, and if it keeps pulling, give it a short tug on the leash.

ALL dogs should be kept on a leash when walked. They are only truly reliable if they will stay with you even is someone else walks by with their dogs, or a rabbit runs across the sidewalk, and VERY few dogs are trained that well.
I hate it when strange dogs come running up to us, as their owner hollers frantically at them. You have NO IDEA if my dogs are friendly!
I have been teaching obedience for 25 years and all my dogs are leashed when we walk. YOURS should be leashed too!

Any herding dog, because they stick by their owners based on instinct.
But my corgi will run down the street if she sees a roller blader or skateboard because she wants to herd it. Other than that, she's always 10 feet away or less, by her choice, and my reinforcement of that choice :)

herders, esp collies and shelties. i can let my collie and sheltie chase a deer go chase a deer and they will be atmy side when i call. they are also friendly. no hounds or terriers. they are not bred to come back on command. herders are.
