I am wondering about the baggage checking, and I saw this site: http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm
It's pretty informative, but I'm confused whether this is for only U.S. passengers, or everyone? If I'm going to stop at London, they will obviously check my stuff and see the one-quart bag full of liquids, but is this one-quart bag only needed for stopping at UK? Or is it for every country?

the address you have joined to your question is from the us gov and is real and applies to all travelers .
it is for everyone and most countries have the same rules , given to travelers when purchasing a flying ticket .........

doubt they will let you leave with a one-quart bag full of liquid ,
there is a new law that came out and security has tightened ,after the scare of the London airport , please chech with your travel agency for changes , you may not take any liquids on a flight with you ,even before leaving the US ;it applies to all countries ..............
here is the link you can check if you wish ?
http://www.dot.gov/
Tsa ,applies to all entering the US and leaving.

The TSA guidelines are only for US flights (i.e. departing from US airports).

There are different restrictions in other countries. I recently returned through Frankfurt airport; I couldn't carry on water, they allowed some stuff in plastic bags but it had to be their plastic bags.

Check with Heathrow airport for their restrictions.

TSA is for US flights only. Check the security regulations of the Airport you are departing from.
