If you're referring to the "Albuquerque's Environmental Story - Educating For a Sustainable Community" teaching aide (link 1 below), then it seems that they're operating on old data.

The difference if most obvious from the pictures supplied in link 2 below, from the official City of Albuquerque website. It USED to be thought that (to quote the aide) "City wells in the Santa Fe Formation below obtain abundant water...", but it has been discovered that the aquifers are actually much, MUCH smaller than they were thought.

The U.S. Geological Survey in 1993 revealed that the aquifer is not being replenished at anywhere near the rate assumed and that it doesn't run very deep at all. See link 2 for more details. Bummer for Albuquerque.
