If he repeatedly talks with you, looks at you, etc., then he's probably flirting with you.
But, more importantly, keep in mind that we men are very insecure when it comes to women and, contrary to movies, novels, etc. women are the "hunters"--that is, the woman initiates the relationship most of the time. If you are interested in a man, you have to show it, and show it rather blatantly, because we men been rejected a lot, and don't want to take another chance until we're fairly sure we won't be rejected.
Learn how a woman acts when she is interested in a man, and act that way yourself around him. There are a lot of good websites and books on "body language." It's not hard to learn how to act like you are interested in a man (in fact, you probably already instinctively act like it around a man you are interested in)--if you act like you are, and he is interested, then he will respond. The simplest method is to look at him, touch your hair, and give him a big smile.
And men, if a woman (other than your mother or your sister) talks with you about ANYTHING for more than a few minutes, she's flirting with you. Wish I'd known this when I was much younger.

You need a little bit of self confidence, the reason why you don't think these guys aren't flirting with you is because you probably don't see why they are interested in you.
If you are out at a night club and a guy approaches you then that means he is interested in you whether it be for just sex or a long term thing...you won't know which until you get to know him better,

Because you aren't ineterested back! What you should do, is whenever you're out somewhere, scan the room to see if any guy perks your interest. If so, focus on him: make brief eye contact and smile. Then check to see if he responds and flirts back. This way you'll never just be a target, you'll be a pro-active flirter yourself!
