Currently it is not and says that it shouldn't be for the following
two reasons:
1: It would hurt economically (at least in the short term)
2: It is doing better at mitigating its carbon emissions than others

Certainly, both are true. However, considering that most
scientists now believe that the Earth is warming (though WHY
is still being heavily debated), should the US join the Kyoto
protocol?

As should everyone!

I agree with Bush on that point, but don't agree that we should boycott it because China and India aren't covered!

Yes. Regardless of the actual status of global warming in reality, joining the protocol would be a positive diplomatic move for the U.S. after it's rather antisocial behavior over the past few years. As far as economic concerns go, American industry is stable enough to handle the changes especially if there are carbon credits involved that make the costs of cutting CO2 emissions feasible. In the future, going green would actually stimulate growth in the economy by creating new industries and jobs. Plus, if we miss our targets for emissions, it's not like there are any pertinent penalties. As far as mitigating it's own emissions, the U.S. and Canada are currently at the top of the charts and haven't dropped a bit. Additionally, having our government ratify the protocol would be acknowledgement that maintaining the environment we live in is an important goal and step one in getting the American people onboard to a future that is sustainable and practical longterm.

The real question is why is China not required to reduce or even slow the rate of increase of its global warming gasses under the Kyoto treaty while the US is? If the US were not required to actually do anything, like China, the US would have ratified it too! China is increasing its CO2 output at 37% a decade while the US in increasing it at only 12% a decade. If that continues for 30 years, China and not the US will be the number one contributor to global warming.
