Have you tried capsaicin cream? This is a hot pepper cream that is used for arthritis pain when applied to the joints. It can also be used for intractable itching. Apply a small amount every eight hours. The first couple times you will feel heat for about 20 minutes. After 5-6 regular applications you will no longer feel any heat and you will notice your itching is gone. When you get to this point only a single application might be necessary to keep your itch from coming back. My dermatologist told me this option and it works great for severe itching. Capsaicin is available OTC from the pharmacist if you don't see it out on the shelf.

BTW-You probably have dermatitis or eczema. It is very common for dermatitis or eczema symptoms like itching to begin as the skin drys out in the fall and winter.

I would say that, if it's not a bite or anything like that, it's a nerve thing. Something like a tic, though I don't know what would set it off.
Is it chronic?
I suggest that you talk to your doctor.
