I think the idea of building your portfolio is a great one for a start. Once you have the exposure you can deal with the price issue. Most people would be glad to pose in return for some prints of the photos.
If you are looking for some pictures that can lead you into lucrative assignments you might need to pay the subject. A photographer I know was paying CEOs $500 (plus free prints) if they let him take photos of them for his portfolio. It was his way of making contacts and showing other CEOs how good they could look so that he would get commercial contracts in the future.
After you are in demand then it is time to start thinking about fees.

I just had professional photos done of my daughter for her acting career, and we were charged $125 for the roll of 36 (yes still 35mm!) The photographer sends the film to her fave developer and they charged us another $100 for 50 8x10's. Not too bad.
The photographer only made the $125, and she is a top photographer. The shoot only lasted about 20mins in her studio.

We just did Pet photos with santa and charged $25 for two poses. If it's your set up and photo session, i'd set a fee by the hour, somewhere around $30-50.
And then the prints themselves would be added on top of that setting fee.

I agree, do a number for free to set up your portfolio.
When I get head shots done by a professional, the flat fee is around $300, which includes three full contact sheets (rolls) and one printed copy for free; additional copies are $20 each. The session lasts under an hour.

Well, I just charged $200 for 4 rolls of film for a person. I guess it all depends if you want to give an hourly or flat rate!

As an aspiring photographer, you should not charge anyone, because they are doing you a favor by letting you photograph them so you can build up your portfolio. Do it free.
