$2? I not sure you can make anything for $2. If, you talking like Moonshine then, it very important NOT to use Aluminum it will poison a person, it a NO-NO!
You need Copper or Stainless Steel. It just an in-closed pot that heated with Fire or Electric, Electric safer as this stuff is very flammable. On top of your cooking pot you want an outlet that is made of a Spiral of Tubing, like a coil, and it run down where it drip into a holding Tank/Pyrex Jar.
Add ingredients and cook the Alcohol come out in your Jar.
This will, also, Distill Water for Drinking.

You need hoses, glass beakers, a heat source for pressure and containers to catch the spoils and hold the fermentation.
Is that the budget they gave you or all you have to spend. Science teachers are getting rather cruel if that is your budget?
