The only sure fires way to tell is to take it to the vet. Neutered males can be tricky since the only defining feature, the testicles, are removed during surgery. Females are almost impossible unless the abdomen is shaved and a scar is evident.

Depending on the age of the cat, you could wait and see if they go into heat. If it does, you have an unspayed female on your hands. If the cat never goes into heat, but does not have testicles visible under the tail, you have a neutered male OR a spayed female.

See what I mean by tricky? Best bet...call the vet for an appointment. If it needs sexed it probably needs some shots too, so get it all done at the same time. Good luck! I hope you get what you want!

You don't say the age of your cat. With a very young kitten, the openings under the tail look like an upside down ! in a female and a : in a boy. Males also have obvious testicles, although some extremely young kittens testicles aren't obvious yet. You can also feel the testicles in the scrotum of an intact male (imagine sort of feeling a grape inside a fur sack, thats what they feel like). If the scrotum is there but you dont feel anything in it, then most likely you have a neutered male, ALTHOUGH sometimes a male can be intact and have testicles that didnt drop into the scrotum. In that case, the cat will appear to be neutered but actually be intact and also still have the hormones that cause a male to fight, spray and breed.

Your best bet is ask the vet to check for you. The vet should be able to tell with a male although with a female, there may be no way to know unless the vet shaves the hair off her belly and sees the surgical scar from a spay. Sometimes a spayed cat has a small knot inside the belly that a vet can feel, but not always.

Take him OR her to the local vet. The prices will be cheaper and that will be the only definite way to find out.

If there are stich marks on the belly it could mean she is a girl and has been spayed.

You can tell if it is male or female my looking at the openings on it's rear. If it is just a circle, then it is male. If there are two openings it is female. This is what my vet said, at least.

with a female, sometimes you can see a scar where she's been spayed.

how old? a males testicles drop around 4 months i think. can you ask at where you got it? if you found and rescued it, it needs to be vetted ASAP and the vet can answer your questions.
