Don't use the snack this is the problem.
The simplest way to teach your puppy to sit is to hold a toy above it's head, or just snap your fingers while you say "Sit!" If it does not sit to look at your hand, gently seat it by placing one hand lightly on it's rump and your other hand under it's chin. Gently lift it's head and lower it's rump as if it was looking up at your hand and say "Sit." Immediately praise it.

Sit is the easiest command to teach, because it is a natural behavior for a dog.
Simply stand/kneel in front of the dog. Hold a treat in front of it's nose. Pass your hand with the treat above and behind the dogs head while pushing down on its flank. When the dog starts to get the idea and sits on it's own as you pass the treat ove it's head THEN give the action a name "sit". It is the action of the dog looking up and back as you move the treat over it's head that causes the dog to sit.

Tell her to sit. Then with your hand squeeze right in front of her hind legs and push her into a sit position. Then say to her "Good girl sit" and hand her a treat. Do this about 5 times a day and she should catch on. That was the first thing my puppy learned.
Now I command her to sit before she gets any thing.

In the obedience class that I put my Jack Russell in, they taught us to hold the treat under her nose (you might want to put in inside your fist so she cant get it until you give it to her), and then move your hand straight up a couple of inches. Most dogs will naturally sit when you do this. As soon as she does sit, make sure to give her plenty of praise and the treat (but DONT give her the treat if she stands up before you give it to her), then you can work on extending the period of time she sits once she gets the basics down.

Put a collar and leash on her. With the leash pull upwards. Her natural reaction will be to sit down. Reward her. Its easy.

tell her to set and push on her butt and DON'T gave her a snack for not doing it. And when she put her paws around your hands tell her NO and push her away

don't push on her butt. My dog did the same thing. I'd get a training book for little dogs, or take her to a training class.

Hold you hand on her back and say sit.. then put in sitting postion.. use treats.. eventually will catch on..
